He keeps reminding me of an actor who appears in some TV comedy show.  The character is a sneery, superior sort of bloke who's a pain in the butt (that description could apply to both of them I suppose).  Anyone know who I'm on about and prepared to enlighten me?

Vicar of Dibley perhaps?  The neighbour in Outnumbered?
